Some enterprises are still producing obsolete motors. Many enterprises are hesitant to produce efficient motors.
Key points of motor energy efficiency improvement plan (2013-2015)
In June 2013, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine jointly printed and issued the Motor Energy Efficiency Improvement Plan (2013-2015), which proposed to promote 170 million kilowatts of high efficiency motors, eliminate 160 million kilowatts of low efficiency motors in use, implement 100 million kilowatts of energy-saving technical transformation of motor systems, and implement the efficient reproduction of 20 million kilowatts of Amoy motors by 2015.
The plan proposes that by 2015, the motor products will be upgraded, and 50% of low-voltage three-phase cage asynchronous motors and 40% of high-voltage motors will meet the technical standards for energy efficiency of high-efficiency motors; A total of 170 million kilowatts of high efficiency motors were promoted, 160 million kilowatts of low efficiency motors in use were eliminated, 100 million kilowatts of energy-saving technical transformation of motor systems were implemented, and 20 million kilowatts of high-efficiency reproduction of obsolete motors were implemented. It is estimated that 80 billion kWh of electricity will be saved in 2015, equivalent to 26 million tons of standard coal saved and 68 million tons of carbon dioxide reduced.
The plan also pointed out that in order to promote the transformation of motor production, the 2012 version of the new motor energy efficiency standard will be implemented, and motor enterprises are prohibited from producing inefficient motors with energy efficiency levels less than 3. In order to improve the industrialization capacity of high-efficiency motors, 3-5 demonstration projects of high-efficiency motor stator and rotor lamination industrialization will be built in Fujian, Shanghai, Zhejiang and other provinces, with an annual production capacity of 700000 tons; It is applicable to the construction of 2-4 new insulation materials and insulation system industrialization demonstration projects in Suzhou, Shanghai and other places, with an annual production capacity of 50000 tons; It is suitable for enterprises such as Wuhan Iron and Steel Co., Ltd. and Baosteel to improve the technical strength of large-scale production of high model cold rolled silicon steel sheets, with an annual production capacity of 1.7 million tons.
Importance of improving motor energy efficiency
The motor is a driving device for dragging fans, water pumps, compressors, machine tools, transmission belts and other machines. It is widely used in many industries and industries such as industry, agriculture, transportation, municipal administration, etc. It is a power consumption intelligent terminal. In 2011, China had about 1.7 billion kilowatts of electrical machinery, with a total power consumption of about 3 trillion kilowatt hours. The power consumption of electrical machinery accounted for 64% of the total power consumption of the whole society and 75% of industrial power consumption. In addition, the average motor efficiency of China is 3-5 percentage points lower than that of overseas countries, and the use efficiency of motor systems (motors and dragging equipment) is 10-20 percentage points lower than that of overseas countries. It is estimated that each percentage point increase in motor energy efficiency can save more than 26 billion kilowatt hours of energy annually; If the efficiency of the motor system is increased by 5-8 percentage points, the electricity saved every year is equivalent to the power generation of 2-3 Three Gorges Power Plants.
Due to the particularity of motors in energy-saving and low-carbon industries, developed countries also take improving motor energy efficiency as an important energy-saving measure. The United States has enforced high-efficiency motors since 1997, and enforced super efficient motors in 2011; In 2011, the European Union gradually enforced the implementation of high-efficiency motors. According to the efforts in legislation, research and development of efficient motor systems, application and promotion, the energy efficiency of developed and in use motors is at a high level.
Proposal for motor energy efficiency improvement project
It is understood that in the future, the Ministry of Industry and Information Technology will make full use of the financial subsidy policy to drive the efficient motor market. On the one hand, implement the financial subsidy policy for the promotion of efficient motors of energy-saving products benefiting the people; On the other hand, the use of efficient motors has gradually become a necessary condition for the selection of efficient fans, pumps, compressors and other general equipment into the energy-saving products benefiting the people project, and the industrial chain of financial subsidies to promote efficient motors has been extended.
New motor design, new process and new materials are selected for high efficiency and energy saving motors. By reducing the consumption of electric energy, thermal energy and mechanical energy and improving the export efficiency, there are already relatively mature technologies. In other words, the company can basically produce. However, the motor energy efficiency improvement plan was not successfully completed. The reasons are the contradiction between the overall interests and the immediate interests, the difference between short-term input and output, the opposition between innovation and development and adherence to stereotypes, and the reality that enterprises are transformed into short-term economic interests. However, China's reform and opening up experience tells us that innovation must be correct.
It is proposed by the industry frontier that, considering the advanced industry and China's own practical experience, more efforts should be made to implement the process of improving motor energy efficiency from these aspects: laws and regulations should be controlled, rewards and punishments should be clear, and responsibilities should be in place; Second, put forward higher requirements and implementation goals for economically (industrially) developed regions; Third, increase subsidies, key subsidies for key enterprises, and additional subsidies for excessive companies; Fourth, classify the batch transformation or construction of fully efficient energy-saving motor application (pilot) companies, and change pilot enterprises into enterprises; Fifthly, reduce the product cost of high efficiency motor; Sixth, we should try our best to set high standards or even exceed the standards, such as choosing permanent magnet NdFeB motors.
